| Railway Regulatory Authority (hereinafter
referred to as "the Authority") is a state administrative body with
nationwide operation and with headquarters in Bratislava. Activities of
the Authority are generally determined by the Setting document No.
2340/M-2005 of October 28, 2005 and by the Act No. 513/2009 Coll. of 28
October 2009 on railroads and on amendments of some acts, and the Act No.
514/2009 Coll. of 28 October 2009 on the transport on railroads. The Authority is a regulatory body which supervises the compliance with the transparent and non discriminatory access conditions for the applicants on the railway network, allocation of the railway infrastructure capacity. Moreover it provides generally binding legal regulations of the regulatory framework for pricing and payments for access to the railway infrastructure. It performs the role of the regulatory authority for the regulation of fare in the rail transport, sets up the generally binding legal regulation details on the contents of the proposals for the establishment of fare, a procedure for the regulation of fare and the maximum charges for both the elementary and special fare. The Authority is the safety authority for railway tracks, special tracks, cable ways and railway vehicles, the regulatory authority for railway tracks, special tracks and cableways. Furthermore it acts as an investigation body for accidents and extraordinary events, which occurred on special tracks and cable ways, it is a special building authority for railroad structures and their parts within the protective railroad zone serving for the railway operation, except for the urban railroads. The Authority performs the state professional supervision in the matter of railway tracks, special tracks and cableways, excluding the urban tram and trolleybus tracks, and performs the state professional technical supervision on these tracks. Furthermore, the Authority is the licensing authority for railway transport, for transport on special tracks and cableways. It also acts as a safety authority for rail transport, for transport on special tracks and cableways. The Authority oversees the safety of rail transport services, special tracks and cableways and the compliance with national safety rules. The Authority performs state supervision on railway transport, transport on special tracks and cable ways.
The Authority is managed by Chairman, who accounts responsible for its activities. He is appointed and recalled by the Government of the Slovak Republic upon the proposal of the Minister of Transport, Posts and Telecommunications of the Slovak Republic. the Slovak Republic The Chairman of the Autority shall be represented by the vice-Chairman in the time of his absence. Vice–chairman is appointed and recalled by the Minister of transport, posts and telecommunications of Slovak Republic upon a propsal of the Chairman.
